From June 15, 2022, the operation of the "1215" short-number telephone network was established in the duty units of the regional departments of the National Guard.
According to the order of the commander of the National Guard:
- by "short number phone" - calls of citizens, as well as personnel of National Guard units and their family members are received, recorded and submitted to the first manager for consideration by 09:00 every day ;
- the heads of regional departments ensure that the issue of incoming calls via short digital telephones is considered and resolved in accordance with the procedure established by legislation.
"Short digital phone" is a special line of telephone communication (multi-channel) designed to receive messages and information of citizens to the National Guard system in oral form in real time. It is intended for citizens to request practical assistance from the National Guard bodies, to demand protection of their violated rights, to give recommendations regarding the operation of the system, and to report on the incident(s).
Reports on crimes and administrative offenses - consisting of information about the occurrence (commitment) of an offense specified in the legislation on criminal and administrative responsibility, according to the Criminal Procedure Code of the Republic of Uzbekistan (Article 329) and O A message to be considered in the procedures and terms established by the Code of Administrative Responsibility of the Republic of Uzbekistan (Articles 305-306);
Anonymous calls by "short number" did not reveal the last name, first name, patronymic, information about the place of residence, postal address for reply, telephone number for return contact, as well as the nature of the conversation. and calls whose content is not specified will not be considered.
Calls are made "for free" from all regions of the Republic of Uzbekistan by calling the single number 1215.
"Short digital phone" operates 24 hours a day in duty stations.
The duration of receiving calls should not exceed 20 minutes, after this period the call will be automatically disconnected from the communication network.
No later than 09:00 a.m. every day, written information is given to the heads of the National Guard units (head of the regional department) about the call received on the "short digital phone".
The purpose of "Short Digital Phone" is to:
Expanding the technical capabilities of calling the National Guard system and introducing a convenient communication mechanism;
Prompt resolution of issues and problems within the jurisdiction of the National Guard, including maintaining public order
and use in crime prevention;
restoring the rights of citizens violated by the personnel of the National Guard units and protecting their legal interests and ensuring the rule of law;
reducing the time and financial costs of the population and business entities for the provision of services by the National Guard units.
"Short digital phone" performs the following main tasks:
providing callers with open information about the National Guard's activities;
providing citizens with information about the procedure for complaints to the National Guard system;
providing legal advice and explanations to the population.
recording conversations and using identification mechanisms in cases that do not conflict with legal documents.
