According to the decision of the President of the Republic of Uzbekistan dated April 15, 2021 PQ-5077 "On measures to further improve the system of training professional personnel in the field of public safety" for the Ministry of Internal Affairs and the National Guard of the Republic of Uzbekistan It was established in order to provide targeted training of qualified personnel in the fields of providing public safety and for the Armed Forces and other law-enforcement bodies.

In the field of training of scientific-pedagogical personnel, upgrading and retraining of pedagogic personnel, in the field of work related to their internship - specific purposeful work on the formation of a system of training of scientific-pedagogical personnel with rich intellectual and scientific-pedagogical skills of the department that meets modern international standards make it happen.

It consists of training, retraining and upgrading professional personnel in the field of educational and psychological support for all ministries and agencies that are part of the National Guard of the Republic of Uzbekistan and law enforcement agencies, as well as relevant state and economic management bodies.

IN THE FIELD OF EDUCATIONAL AND METHODOLOGICAL AFFAIRS - organization of educational activities aimed at forming highly qualified specialists in the areas and specialties of educational and psychological education using innovative methods of teaching

IN THE FIELD OF SCIENTIFIC-METHODICAL AFFAIRS - development of the scientific-methodical foundations of the educational process, provision of teaching-methodical materials, study of foreign experience in this field, labor productivity and quality of education and effectiveness of professors-teachers introduction of modern educational technologies that serve to improve;

IN THE FIELD OF SCIENTIFIC-RESEARCH WORKS - priority tasks of educational and psychological reforms implemented in the country, taking into account the advanced world experience and international standards, priority directions for ensuring public safety, carrying out scientific-research works and ensure that their results are put into practice;

IN THE FIELD OF ORGANIZATIONAL-METHODICAL WORKS - assessment of the quality of education, conducting its analysis, as well as effective organization of other organizational-methodical activities;

IN THE FIELD OF SPIRITUAL-MORAL AND EDUCATIONAL AFFAIRS - to help cadets, students and listeners to mature spiritually, intellectually, physically and morally and to respect national values, patriotism, sense of citizenship, tolerance, laws, national and education in the spirit of respect for universal values.
