Appointment of scholarships and benefits to them

      The decree of the president of the Republic of Uzbekistan "on the further support of talented youth studying in higher educational institutions of the Republic, engaged in research activities" dated September 9, 2021 PF-6309 was approved by the Cabinet of Ministers in accordance with the decision of the Cabinet of ministers "on awarding and material incentives for talented youth of Uzbekistan" dated October 13, 2008 No. 226.
     The order of the minister of higher and secondary special education of the Republic of Uzbekistan is the basis for the rector (director, executive director)of the higher educational institution to formalize orders for the appointment and payment of state scholarships to students of the president of the Republic of Uzbekistan and named after.
Scholarships are appointed from September 1, for a period of one year, strictly following the established amount.
     Students who have won the president of the Republic of Uzbekistan and named state scholarship competitions are awarded one of the following certificates approved by the Minister of higher and secondary special education of the Republic of Uzbekistan:

  • ”Winner of the state scholarship of the president of the Republic of Uzbekistan";
  • "Holder of the Beruniy state scholarship”;
  • ”Holder of the Ibn Sina state scholarship";
  • "Winner of the Navoi state scholarship”;
  • Winner of the Ulugbek state scholarship;
  • "Holder of the Imam al-Bukhari state scholarship”;
  • "Holder of the Islamic Karimov state scholarship”;
  • "Holder of the state scholarship named after tholepbergen Qaipbergenov”;
  • "Holder of the Ibroyim Yusupov state scholarship".

Certificates are submitted in a solemn situation at the place of study of students.
Students who are holders of a state scholarship of the president of the Republic of Uzbekistan will be admitted on the basis of an additional state grant for two years after completing the Bachelor's degree, and students who are holders of a named state scholarship will be admitted on the basis of an additional state grant for one year after completing the Bachelor's degree without

      For students of the undergraduate stage of higher education institutions, state scholarships of the president of the Republic of Uzbekistan are assigned and paid to students of the last year who are citizens of the Republic of Uzbekistan who are studying for only excellent grades throughout their studies in state, non-governmental and foreign higher education institutions, including joint educational programs.
      The state scholarships of the president of the Republic of Uzbekistan are assigned and paid to one Graduate Course student at the undergraduate level of each higher education institution.
      State scholarships named after Beruniy, Ibn Sina, Navoi, Ulugbek, Imam al-Bukhari and Islam Karimov (next — named state scholarships) are assigned and paid to students studying in the last two courses of joint educational programs, including state and foreign higher education institutions in the Republic of Uzbekistan.
      State scholarships named after tolepbergen Qaipbergenov and Ibroyim Yusupov are assigned and paid to students studying in the last two courses of joint educational programs, including state, non-state and foreign higher education institutions in the Republic of Karakalpakstan. In this case, the number of state scholarships of this name is determined by one separately for each higher educational institution in the Republic of Karakalpakstan on the state scholarships named after Tolepbergen Qaipbergenov and Ibroyim Yusupov.
      The number of named state scholarships for the next academic year is determined by the Cabinet of Ministers at the end of the current academic year according to the submission of the Ministry of Higher and secondary special education of the Republic of Uzbekistan.
      In this case, the number of state scholarships for state, non-state and foreign higher education institutions and their branches in the Republic of Uzbekistan is allocated based on the number of competition directions and students approved annually by the Ministry of higher and secondary special education in accordance with the classifier of Higher Education directions and specialties.
      The following requirements are established for candidates participating in the competitions of the president of the Republic of Uzbekistan and named state scholarships:
  (a) for public scholarships:
      excellent study and participation in scientific (creative) work;
      participation in conferences (competitions;
      Knowledge of the history of Uzbekistan;
      knowledge of languages — state language and one foreign language (in addition to state languages of the countries of the Commonwealth of Independent States), knowledge of one more foreign language in addition to special cases where the direction of education in the baccalaureate is considered a foreign language. In this case, applicants undergo a special interview in the language departments at the place of study to determine the level of their knowledge in these languages;
  b)the state scholarship of the president of the Republic of Uzbekistan requires the presence of at least two published works (articles, theses or works) on a subject corresponding to the direction of undergraduate education, which are studying in addition to the requirements established in subparagraph “A” of this item.

 

Holding competitions


       The nomination for the appointment of the president of the Republic of Uzbekistan and named state scholarships is carried out by the councils of higher educational institutions, on the basis of a public discussion of the educational and scientific activities of applicants.
       Applicants for the president of the Republic of Uzbekistan and named state scholarships will submit the following to the board of the higher education institution for preliminary consideration:
extract from the Test book;
deanery and recommendation of the Department;
recommendation of the head of scientific (creative) work;
list of scientific works and their prints;
information about the results of the conversation of the Department of Languages, Department of history.
      All documents are presented in a folder (folder). The cover shows the name of the president or named state scholarship of the Republic of Uzbekistan, the surname, name and patronymic of the applicant, faculty, direction of undergraduate education, course, group.
      The boards of higher education institutions decide by a simple majority vote on a secret ballot to recommend applicants to the next round of competitions.
      Professors and students of the higher education institution can also participate in the voting process.
According to the results of the vote by the Council of the higher education institution:
Of the three who received the most votes for the state scholarship of the president of the Republic of Uzbekistan (in this case, it is emphasized that candidates are determined in different areas of choice);
up to three candidates with the highest number of votes per quota allocated to the named state scholarships are recommended for the next round of the competition.
      According to the decision of the Council of the higher educational institution, the information and relevant documents on the candidates recommended for the next stage of competitions are provided by the responsible employee of the higher educational institution “of the Ministry of higher and secondary special education stipendiya.edu.uz " the electronic system is included every year from August 1 to August 15.
      In this case, the fact that the documents of the candidates are true to the original, as well as “stipendiya.edu.uz " the responsibility for timely and correct inclusion in the electronic system is assigned to the rector (director) of the higher education institution.
      The Ministry of higher and secondary special education of the Republic of Uzbekistan reviews the recommendations for the appointment of scholarships once a year, from September 10 to 30 every year.
      Applicants for the state scholarship of the president of the Republic of Uzbekistan will take special tests at the state testing center (by regions) under the Cabinet of Ministers of the Republic of Uzbekistan to determine the level of knowledge in foreign languages, information technology, history of Uzbekistan. The state testing center provides records of test results to the Ministry of higher and secondary special education.
      The president of the Republic of Uzbekistan and the winners of the named state scholarships will be determined based on the decision of the competition commissions established in the Ministry of higher and secondary special education on the directions of the competition according to the results of the scientific work, achievements of applicants and the tests carried out.
      Based on the decisions of the competition commissions, the list of students who are the president of the Republic of Uzbekistan and the winner of the named state scholarships is approved by order of the Minister of higher and secondary special education of the Republic of Uzbekistan.
