Procedure for allocating an educational loan

Allocation of educational credit for students is carried out on the basis of the Decree of the President of the Republic of Uzbekistan "On improving the procedure for allocating educational credit to students and students of higher and professional educational organizations at the expense of budget funds".

Allocation of an educational credit for studying in higher and professional educational organizations only to students and full-time students.

Allocation of an educational loan to first-year students of higher educational institutions and students of professional educational organizations-in the amount of the paid contractamount.

The average grade point average of a student who wants to receive an educational credit for the current academic year is obtained from the Higher Education Process Management Information System (HEMIS) based on the results of the previous academic year.

Second-and senior-year students of higher educational institutions — in the amount of no more than 80 percent of the paid contract amount if the average academic performance in disciplines is lower than " 3 "(with the exception of children from families included in the "Unified Register of Social Protection").

Second-and senior-year students of higher educational institutions according to the average indicator of mastering disciplines (grade point average):

if the indicator is lower than "3" — in the amount of no more than 80 percent of the amount of the paid contract, while the loan is allocated after the student pays the initial 20 percent of the amount of the paid contract.

If the academic performance indicator is "3" or higher and (or) students are members of families included in the "Unified Register of Social Protection", the loan is allocated in the amount of the paid contract amount.

Appointment of scholarships and benefits to them

Monthly scholarships to university students are paid in the manner established by the decree of the Cabinet of Ministers No. 59 of 31.01.2020 “on measures to establish the amounts of scholarships paid to students of higher education institutions and improve the procedure for the appointment and payment of scholarships”.

A state grant, as well as a scholarship fee, is the minimum amount of the scholarship paid to students studying under a contract that is established in the manner prescribed by the legislation.

First-year students are assigned and paid a scholarship in the base amount of the scholarship until the indicators (grades) of mastery from the subjects at the end of the 1st semester of the academic year are known.

the appropriation index for all subjects is only for students with an "excellent" grade with an increase in the base amount of the scholarship by 20 percent;

to students who are mastering less than 30% of the indicators of mastering the subjects for a" satisfactory " grade - in the base amount of the scholarship;

students who have received a satisfactory assessment of 30 percent or more of the subjects (except for orphans in full state supply and children deprived of parental care, and students with disabilities of Groups 1 and 2) will not be assigned a scholarship during the next academic semester.

Students studying on a fee-contract basis are allowed to pay the value of the contract at their own discretion in a scholarship or non-scholarship form.

Scholarship fee-the annual amount of the base scholarship amount is included in the contract, and the scholarship is paid month by month during the year.

State scholarship of the president of the Republic of Uzbekistan as well as Beruniy, Ibn Sina, Navoi, Ulughbek, Imam al-Bukhari, Babur, Pahlavon Mahmud, Tolepbergen Qaipbergenov, The appointment of scholarships to students receiving state scholarships named after Ibroyim Yusupov and Islam Karimov is carried out on the basis of the procedures established by the decree of the Cabinet of Ministers "on awarding and material incentives for talented youth of Uzbekistan" dated October 13, 2008 No. 226 for students of the undergraduate stage.

Scholarship payments to students with disabilities of Group 1 and 2, including on a fee-contract basis, are made at the expense of the Republican budget of the Republic of Uzbekistan.

Scholarship payments to orphans in full state supply and children deprived of parental care, including students receiving a fee-contract education, are made at the expense of the Republican budget of the Republic of Uzbekistan.

All students who master the subjects at the end of the academic semester, have special abilities and talents, are active in public affairs, as well as receive a state grant in need of social protection and a fee-contract education can be stimulated by up to 50 percent of the funds in addition to the established scholarships.

Students in the ranks of orphans, orphans, and children deprived of parental care who are in full state provision are assigned and paid scholarships at 50 percent higher (increased) amounts than the base amount of the scholarship at the expense of the student incentive fund.
