Road accidents involving pedestrians: problems and solutions

According to the World Health Organization, 1.35 million people on the planet become victims of road accidents every year. According to World Bank calculations, 1.5-2.5% of the gross domestic product of the European Union countries alone ($520 billion) is spent on eliminating the consequences of road accidents. About 50 million people in the world suffer injuries of varying severity. Road traffic accidents are the eighth leading cause of death and the leading cause of death among people aged 15-29 years. A number of concepts and programs have been developed at the global level to ensure traffic safety on streets and roads. In recent years, extensive work has been carried out in our country to improve the road safety system. At the same time, despite the measures taken, the number of road accidents resulting in the death of people still remains high, and in the city of Tashkent alone in 6 months of 2023 there were 29 road accidents with the death of pedestrians. These figures show that ensuring the safety of people on roads is one of the tasks that cannot be postponed. For example, at a video selector meeting held on February 11, 2022 under the leadership of the President of the Republic of Uzbekistan Shavkat Miromonovich Mirziyoyev, it was stated that as the number of vehicles and drivers increases every year, their culture, mutual respect and knowledge decrease, 75 percent accidents are caused by people under the age of 35, and every year 500,000 people obtain a driver's license, yet 25 percent of them do not participate in training. The President stated that a new system for training drivers and issuing driver’s licenses will be created in Uzbekistan. On the implementation of the assigned tasks, on April 4, 2022, Resolution of the President of the Republic of Uzbekistan PP-190 “On measures to reliably ensure human safety and a sharp reduction in deaths on roads” was adopted. According to the resolution, the following priorities were identified: to introduce the basics of traffic rules from childhood, to introduce this practice in preschool educational organizations and secondary schools; complete digitalization of traffic management, introduction of innovative pedagogical technologies into the driver training system, retraining and improvement of their qualifications, bringing the educational process to a qualitatively new level. In accordance with the Decree of the President of the Republic of Uzbekistan PP-5077 dated April 15, 2021 “On measures to further improve the system of training professional personnel in the field of ensuring public safety,” training of specialists in the field of road safety at the University of Public Safety began in the 2021-2022 academic year. It is considered extremely important that the trained personnel were educated, had high professional training, and this places a high responsibility on the teaching staff of the University. The purpose of the republican scientific and practical conference, organized at the University of Public Safety of the Republic of Uzbekistan on the topic “Road accidents involving pedestrians: problems and solutions” is a theoretical and practical study of the above problems, reducing road accidents involving pedestrians on roads with the introduction of innovative technologies, as well as the formation of skills in a scientific approach to solving existing problems, the development of solutions and recommendations on existing problems in this area. At this conference, representatives of the Academy of the Armed Forces of the Republic of Uzbekistan, the Academy of the Ministry of Internal Affairs, the Main Directorate of Road Safety of the Ministry of Internal Affairs, the Turin Polytechnic University in Tashkent, the Tashkent State Transport University, the Academy of the Ministry of Emergency Situations, the Chirchik Higher Military Tank Command Engineering School, the Republican Forensic Center named after Kh. Sulaymonova. The opinions of professors, teachers, researchers and leading experts were heard on the topics, and current scientific and practical proposals and recommendations were developed aimed at solving existing problems in this area. The conference was lively and full of discussions. At the end of the conference, the head of the University of Public Security, Colonel M.Kh. Rustambaev, made a closing speech and expressed gratitude to the speakers and participants of the conference
